Adding Video Files To Flash For Ps3

I have a mentally challenged relative with a PS3. He collects Transformers toys but often can't figure out how to transform them. In the past, I used the Torch browser to download instruction videos to mp4s and placed them on a flash drive for him to watch. (He doesn't own a computer and likely wouldn't be able to navigate the internet, but understood how to load the PS3 Media Player.)

I don't have the Torch browser on my new laptop, and can't even find a download site for it today. (Apparently, it was notorious for Adware?) I've attempted to use various YT-to-mp4 sites to add new mp4s to a flash drive. I have an old PS3 to test these videos on, and they won't play. I've since attempted to find sites that convert MP4 to a specific MPEG that's compatible to PS3. Still won't play.

Does anyone have any thoughts on what I can do next? It previously wasn't this difficult to add playable mp4s to a flash drive and play it on a PS3.

 

I use https://jely2002.github.io/youtube-dl-gui/ to download videos and handbrake to encode them. Handbrake has a Playstation preset for encoding.

It's a setting under presets. 1080p for PS 3-4
