Adobe Toolbar Problem

We just recently upgraded to Adobe 9 Standard, but have run into a snag.

Of the many toolbars that you can enable, the user used to have one of his toolbars show up as a dropdown menu instead of a toolbar spanning the width of the program like the rest of the toolbars do. I cannot for the life of me find out how to get this toolbar to convert to a dropdown menu thingy.

I did look at someone else's computer who isn't having the problem, but I cannot tell what is the difference between the two. Any help is appreciated.
