adsl telkom router bandwidth control

have a telkom adsl 4 port router to my phone line. (512/256kbps) pppoe protocol.
have a hub to the router with 20 pc's attached running win98se, winxp pro(sp2) and a win2k app server.

i am closest to the router on the network, running the win2k server, a G4 mac and a win98 pc.

i would like to monitor the bandwidth used on the router by the other 17 pc's on my win98 pc. (or even better would like to control the bandwidth used by the offending pc's) but i'll settle for the first if possible [beggars can't be choosers!]

is this possible (by ip, lan mac address, pc names)?
