Have a PC (Win2k SP4) that is working at 50% CPU and the culprit seems to be services.exe. So I ran process explorer and found the problem was ADVAPI32.dll in the Sys32 container. When I suspend this .dll, CPU goes back to normal usage. I have have all kinds of different Spyware/Adware programs with no luck. What else can I do here? I tried replacing the .dll but the PC kept giving me a blue screen on bootup after doing this, so that didn't work too well.

I run 2K, SP4 with rollup #1 on four computers and I see nothing of what you are seeing on any of them.
Since you say services.exe is operating with 50% of your CPU power, you may have something set to auto that could be manual or disabled.
    Go here http://www.blackviper.com/WIN2K/servicecfg.htm
and compare your services (Control Panel/ Administrative Tools/Services) to what BlackViper recommends.
Always write down what changes you made so if you need to revert back, you can easily see what was changed.
