AMD Catalyst CCC: Overdrive Feature missing

if you have a laptop running a AMD APU.... Take a look at AMD's control center CCC and see if the Overdrive function is there.... It ain't on the 2 I have... make that 3. Reading every thread I can find on the topic, it is magically there on some, missing on others, and nobody seems to have a good answer as to why. I need it.

and if you've been through this issue already and have the answer, POST IT, and you'll be web-famous! some say this has to do with Permissions in Windows - the feature is there but not allowed to appear due to permissions. I have hacked the suggested registry adjustments and it did not solve.

CCC works. video performs fine. but this vital function is not showing and I need it to prevent the dreaded "Display Driver Stopped Responding and has Recovered" nemesis.
