animated gif avatars

On one forum I am part of many people have animated gifs that far exceed the size limit provided to link to an external hosted image but somehow they manage to have them display on their posts. I have asked them but most reply back that someone did it for them, does anyone know a way around size limits for linking an avatar or animated signature?

 

It's so many members, none are admins, I still have yet to receive a reply from the admins.
