annoying error message thing

    splitt3r You are now the victim of a drive by title change

    whenever I log into an account on winXPhome other than my main admin account I get the message
    [.ShellClassInfo]
    LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787
    in notepad.
    also whenever I log in it asks me somethign about which wireless utility to use and I just choose Ok, and than it says error:ralink wireless utility is already running(hawking wireless G pci card drivers) so is there a way to disable the windows selection utility thing?
