Another old, dead computer: Optiplex Gx110

Optiplex Gx110. The hard drive spins (power getting to it), But after that nothing. The little green light on the MoBo lights up, but no POST beeps, no BIOS boot, nothin'. Power supply is good. I suspect a bad MoBo. I've been told that the capacitors go out quite often on these Gx110 boards. Is there any way to test capacitors while they're still on the board? Plus as far as identification of the board: it has the following alpha-numeric printed on it:
DS/N MX-0002TR-12411-OJ-99LO (I?) C/O MX. Is that an identification?
Any help appreciated.

Check the memory (by substitution)

 

I just had that problem on a friends old dell optiplex and he--and me--thought it was the monitor, as we could hear everything else spinning happily away...but in his case, there *were* beeps, four of them and then three, but it did turn out to be the memory...but since you aren't getting any beeps, after bios runs, I don't know...I'd still give it a shot...

Seems like RAM can make all kinds of things go out of whack, and now I always at least take them out and put them back in, if nothing else...

I failed to mention that I had already replaced the RAM with known good sticks. No change. Apparently I was unclear about BIOS too... it never does a BIOS boot. It doesn't do anything except light up the little green light on the MoBo, spin the PSU and CPU fans, and give the hard drive a couple of spins. You expect to get one POST beep, then hear the OS loading from the hard drive, but that doesn't happen. I plug other computers into the monitor and it works, so it's not the monitor or the RAM.
Dead MoBo probably. Anybody know what MoBo these had? (See my first post for the info I got off it.)
