any fathomable ways of geting TV on computer screen?

i have two screens running of an NVIDIA GeForce 9700GS graphics card which has an s-video plug, what ever that does, and i was wandering if there are any ways of getting TV on the second screen. i have an old DVD player, which can act as a tuner, and it has all the standard outputs, but i was wandering is there was anything like a SCART to VGA or HDMI converters. then i can switch inputs on secondary screen to watch telly. or deos my computer somehow accept an input? it has the graphics card inbuilt to the motherboard which may have an input too (ASUS P5B-TMX PCI_Express mainboard(yes in know its dell! rolleyes)).
Tell me if i am being unrealistic, but with all the power of a computer surely i don't have to fork out more cash to tune into a TV, when i have the DVD player??

 

I can only think of a TV Card.They are cheap now especially on the bay.

 

There is a box that you connect RCA plugs into and RGB cable out to the LCD, that bypasses the PC and lets you hook up video games or DVD players but the place I bought it was LikSang and they're gone. You see the pic it has RCA and 2 RGB plugs - 1 for the PC the other to the monitor. Sorry there are no markings on the device to google.

So the next option is a capture card or usb video capture device.
I also use a tv tuner in this PC I am on now and run my xbox in and play it in a window on the second monitor.
