Any Free Converters from DVD to VCD?

I looked up one and it charges but I may have to go that route since time is of the essence. But if anyone knows a free one that has no time limit on it, I would be greatly appreciative.

What I use is a two-step process:

First, I use DVDFab HD Decrypter to decode the DVD, and create a .ISO image file.

Then, I use DVD Shrink to compress the image to the size I want. (VCD is one of the presets, IIRC). This also offers some reauthoring capabilities, so you can strip foreign language subtitles (for example) to save space.

Then of course, you need to burn the image to disc. Nero offers this capability, but I prefer a tool called ImgBurn, which is specifically meant for this task.

All the apps linked here are free, not shareware.

 

I tried that route and it did not work. BUT I did find a site called Slysoft.com that has three really good programs IMHO. AnyDVD removes encryptions so that you can copy the DVD. Since our office made the original DVDs, not a biggie. Then there is CloneDVD and CloneDVDmobile. These two "clone" the DVDs. But the latter worked the best. It changed the DVD into a file that was then put into a CD without aproblem and played on all my computers, even the older one! It is a 21 day trial copy but I am definitely buying it!
