i get my ip as 122.167.4.189

i think iam behind a NAT router because if i telnet to 122.167.4.189
or to my default gateway 192.168.1.2 it takes me to :-

So all i need is to access my pc
remotely like from cyber cafe cyber-cafe, or from
any other network. Is it possible ?? what do i need to do.

I have used Hamachi in the past. Very easy to set up and you can access your computer from pretty much anywhere.

If you do not have a static IP you need dns2go, or no-ip.com. Then a remote server installed on your home pc: VNC, PC Anywhere, or RemotleyAnywhere.
RemotleyAnywhere is the *best* because there is no client you can use Intenet explorer.
Setup you router to forward request on which ever port (depending on which program you pick) to you local IP (which you should make static also)
And set up your firewall to allow the traffic.
