CCleaner is a common and popular choice, but it's more of a maintenance tool than a privacy tool, but it does a good job of removing most cookies, temp files, web histories, etc. CCleanre also has one of the better (and safest) registry cleaners. I also like CleanUp! (the freeware version by Stephen Gould). It finds lots of stuff that other cleaners leave behind. Many others can be found in the Major Geeks Drive Cleaners section and in the Security section. Another good one is nCleaner which for some reason is in the All-In-One section here at Major Geeks. It does all kinds of clean up jobs, plus has built-in file/folder shredding. It integrates in to the right click menu, so any files or folders you right click, you can select "shred with nCleaner" to completely remove the file/folder beyond all forms of recovery; it can shred the contents of the Recycle Bin too. nCleaner also has system tweaking and tuning options. However, some people expect miracles from tweaking their software; you cannot tweak a Pentium3 600 to run WoW. It's not gonna happen. Software tweaking can provide some small performance boosts when performed correctly, but can cause headaches and nightmares when done incorrectly, so be careful. The best way to get your system running smooth, is to keep it running smooth from the start by regular cleaning and defragging. Click this link for a great guide on PC maintenance....

    I forgot to mention:
If your system has limited RAM (like 512mb or less), using a memory manager can help. I recommend FreeRAM XP Pro. It's totally free, runs with all versions of Windows (despite the name), and can be configured to automatically release memory at pre-set intervals based amount needed/used, timed intervals, whatever. Check it out...

Uhhhhh.... not to be nit-picking jerk, but the last sentence of my first post (it's #4 above) includes a link to the maintenance guide, and I provided a link to CCleaner too.
:p Not a big deal, just a heads up ;)
