Any Video Editing Geeks In The Platoon?

    I know this topic is a long shot, but the the heck:

    I am not a video geek, but I occasionally, upon request, subtitle YouTube video for a deaf friend. Long story short, that lead to a request from a filmmaker who made a feature length film on an Mac. No compensation is involved, I'm just doing this so my deaf friend can watch the film his filmmaker film made.

    We were afraid that the movie might lag, so the filmmaker burned his timecodes onto the rough version of the film he sent me. He converted it from an Apple format to a MP4 format. Sure enough, the timings are different. It took me a while, but Media Player Classic shows that the video is playing at 24.17 FPS instead of the standard, which is (IIRC) 23,976. That explains the differences in the time codes that were burned in and those on the subtitle software I am using.

    Is there any simple way to slow my copy down? There are plenty of ways to slow it down by preset increments, but none that I can find that will allow me to specify a playback speed.

    My son makes video so I have a couple of programs at my disposal, like ULead and Adobe Premiere.
