Anyone heard of this?

    Most but not all XP CD's have the key in plain text in the file they mentioned. Also in most cases the installation will not activate with that key, it simply allows you to complete the installation. For activation you would use the key on the computer's COA.

    I'm not exactly sure what he wanted to accomplish by this.

    Yeah, It just gives you the normal 30 days to activate in most cases. Some of the OEM disks install pre-activated but only when their installed on a specific brand or model computer.
