Anyone heard of vertical sync?

Hi guys i just bought a new radeon x1300 graphics card, it seems to be working fine but i get a starange line that keeps coming down the screen when im gaming and it makes the game play wobble, someone has told me that there is an option called vertical sync that will sort out the problem. I have looked in my ati catylist control centre but cannot find this option called vertical sync? can anyone help me out with this problem? i have all the latest drivers installed.

It is usually somewhere in the game's video options and not in the catalyst control center.
