Api-ms-win-crt-runtime-l1-1-0.dll Error

Encountering this error upon opening, using, or attempting to open a number of different applications:

The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer.

Have installed, repaired, uninstalled and reinstalled VC_redist.x64.exe multiple times to no effect.

Win7 Ultimate 64-bit
Intel Core i7 3520M CPU @ 2.90 GHz
8GB DDR3 RAM

It's in all probability a corrupt or missing Microsoft Visual C++ 2015 Redistributable which has been superseded by Visual C++ 2017.
