Apparent IP issue at bootup

    I have had a issue at bootup that increased the boot around 40 seconds that I narrowed down to with IP issues.
    I don't fully understand the boot process regarding when the O/S is communication with a router or what happens regarding Network Connections before the desktop appears.

    I have used static IP address for a couple of reasons. Though that didn't seem to be the problem. I also have two bootable drives available, both with a active partition.

    It appears to be a combination of the dual O/S's that are vailable and whatever happens durning the stage that handles Network Connections.

    Any input? Hope that made sense. Any other details, please ask.
