   What OS, have you installed anything recently, have you been to http://windowsupdate.microsoft.com/ recently, do you have an AV and is it updated, when did this happen and what exactly are you trying to open.

   XP Home Any .exe file regedit system restore or word Any the only thing that works is IE.

   A repair/check of XP's system files maybe in order to correct that dll
   
   
   
   Start > Run > type "sfc /purgecache" [enter]
   
   Start > Run > type "sfc /scannow" [enter]
   
   Have your XP OS cd in your cdrom drive as it will be needed.
