appropriate permissions

    when i try to unistall a program such as a game or downloaded by mistake a program i get error message>windows cannot access the specified device,path or file.you may not have the appropriate permissions to access the item.( i just recently changed the computer password ,could this be the reason. (i am running windows 7 home,with mircrosoft security essentials
