arp cache problem

I just got high speed cable. Every since then I have had problems with IE7 loading. My ISP said the problem is with MY computer not their system.
When I try to repair the connection I get the message that the ARP Cache could not be cleared. I also have Mozilla, but seem to have no problems with it. What can be the problem? How can I fix it

You need to get to a command prompt and type in the command in bold which will clear the cache manually.

(for XP)
Start > Run > cmd
netsh interface ip delete arpcache > Enter
exit > Enter

(For Vista)
Go to the start menu and type command in the box. Then right-click on Command Prompt and click Run as administrator. If a User Account Control window pops up, click Continue.
netsh interface ip delete arpcache > Enter
exit > Enter

i just did that for my dell vostro 1700
it just says ok after you click enter?

bump-when i try to hit repair on the LAC it tries to repair connection but then gets hung up
and still says cannot clean arp cache?
ive cleaned it out on cmd-ipconfig /flushdns,but i still get the unable to repair cache??????????

 

Check and see if the Routing and Remote Access service is started. This may be causing your problem. If so, set start up type to Manual or Disabled and stop service if running.
