Could somebody explain the logic behind the fact that my asus moniter refuses to let me use the menu when it isn't receiving a signal? Somebody would have had to purposely design it that way for it to be like this. No other moniter I've had prior to this didn't let me access the menu when it wasn't receiving a signal, so why is this moniter different..

As with all issues, you need to give the exact specifications of that monitor, ie full model name and number, and what Operating System you have it connected to.

I was just wondering the possible reasons behind why it won't let me bring up the menu if it isn't receiving input, I mean was it designed that way or what. If it was designed that way then why design it that way. I don't really care too much about the whole it's an issue or anything, it's not as if it's a big deal to me or anything.

Sadly, without knowing the model name/number it's impossible to say anything. Even someone who had one couldn't help until they know those details.
Those details would be on a sticker on the reverse.
