Athlon64 "driver"

I bumped into this http://www.majorgeeks.com/AMD_Athlon_64FX_Processor_Driver_d4622.html whilst looking for something else. Will this allow for easy overclocking from within Windows? And if not, can someone recommend something? I have an MSI motherboard, nVidia Nforce3 250gb chipset (no not 250 gigabytes ). I was using the MSI CoreCell, but it would lock up even on small OC's or it wouldn't actually apply the settings correctly, but I'm thinking about trying it again. Anyway, I couldn't decide if this was a software question, an overclocking question, or a driver question, so I posted here....
