ATI Radeon 9250, driver issue?

I recently bought an ATI Radeon 9250 on account of someones advice here. Before anyone makes fun of me, my computer only supports PCI (I know it's crappy) so that's why I went with the 9250. Anyways, I got it and followed the instructions in the manual to install it and I restarted my computer and I got a warning message. It says:

The ATI Control Panel failed to initialize because no ATI driver is installed, or the ATI driver is not working properly. The ATI control panel will now exit.

In device manager, it says that the device is working properly but I'm not seeing any improvement at all in games. Also, do I connect my monitor to the video card? Because when I do I just get a black screen. Can someone please explain to me the basics of these things, I'm very confused by it all. Thank you very much.

Heres a summary of my system

I don't know if this is the same problem but you may have to install the microsoft .NET framework.

    worked for me

"do I connect my monitor to the video card" Yes, but since u seem to be getting a Black screen when u do, i think that you havnt uninstalled the onboard graphics correctly yet. Make sure it is disabled in the Device Manager and that all remaining old drivers are removed. A good programm to do so is Driver Cleaner (follow the instructions of it carefully).
After u have disabled ur on board graphics u need to physically install the 9250, which u apparently have done. Then u connect ur monitor to the new graphics card and startup the pc. It should load windows but only in vga mode (less colours and low resolution). This is when u need to install your new catalyst drivers for the ati card. Either use the ones that were provided with the card (on cd) or preferably download the newest ones from the net. Once this is done u need to reboot ur system and all should be fine...

Thank you very much Olley, what you suggested worked. However, I'm getting some screen flicker, it's more pronounced in the upper left hand corner but it's all over the screen. Also, everytime I restart my computer the Add New Hardware wizard starts up for my onboard graphics (Intel Extreme Graphics something something). I can't remove the Intel drivers from the control panel and I downloaded Driver Cleaner Pro but it says that problems can happen if you don't know what you're doing. I really don't know what I'm doing so can someone please guide me through this process? Thanks everyone, you guys must have a tough time teaching computer illiterate people how to fix things from miles away. Keep up the good work.

Driver Cleaner is a pretty simple tool.. u need to run it in safemode without any network connections (ie internet). then when u run DC u need to select which drivers need to be removed. That means u need to select "Intel Extreme" from the dropdownlist, then simply press start and wait till its finished. click the show details button to see if it actually removes anything. Then to be sure click start again and if nothing is deleted on the second run its safe to install the new drivers and reboot... thats how to use Driver Cleaner but i dont know if it will help with the flickering. also, the reason why it asks u to reinstall the on board graphics might be because u havnt disabled them in the Device Manager. be sure to rightclick on it there and select "Disable".

To disable your onboard video you will have to go into bios, when your computer first starts up it should say press"whatever key it says"tap it a few times to get into bios, find your onboard video and disable,I think this should help with the distortion problems you are having also. :)
