does the back up facilty back up all software such as office, ccleaner ,etc
to reinstall later

If it's the backup facility incorporated into Win 7 and Win 8 then you can use it in two ways -

- to backup your personal files - the (My) Documents folder mainly - but you can select which files/folders to include.

- to create what is called a system image. This creates a backup of your Windows drive C: and any other partitions on your hard drive that Windows uses to boot up. If you later use such a backup then everything on your C drive is reverted to exactly how it was when the backup was created. This means that any personal files on the C drive which were created after the backup was made will disappear.
