Bad virus

Five days ago, my computer would not longer access the internet. A virus has taken over. Computer is about 1 yr old with Windows 7. I'm trying to step through the 'READ ME FIRST' list of things to do, but the virus on my computer will not let me. When I type 'RUN' in the search command, the run window opens, but then when I type 'msconfig', the virus pops up this window instead of what should happen. I downloaded a copy of Avira from another computer, and saved it on the infected computer via a flash drive, but the virus will not let me run it, even when rebooted in safe mode.

The virus window that keeps popping up is titled 'Win 7 Antivirus 2012'.

Rename RogueKiller.exe to winlogon.exe
Double-click winlogon.exe to run. (Vista/7 right-click and select Run as Administrator)
When it opens, press the number "2" and press ENTER.
When it is finished -- Notepad will open with the report and the log is saved to your desktop.
Attach RKreport[1].txt to your next message. (How to attach)
You can now type the number "0" and press ENTER to exit RogueKiller.
