Bandwidth Limiter

Okay, so my brother like to download alot of torrents (always porn) and he doesn't turn off the upload so i can't play any games or even browse the internet cause he is sucking up all the bandwidth. Is there any programs out there which i can limit his bandwidth or shut off his internet completely? :confused

 

Bandwidth limit can be done on the computer that needs to be limit y using this software,
