Are you using any kind of Caps lock, Scroll lock and/or Numbers lock Blocker? Something like FirstCap? If you are, get back to me... If you are not using one of these types of 'caps lock block' utilities...

It could be this:

There is a feature in XP that will enable an audible warning anytime the caps lock key is pressed. The use of certain PC Cleaning programs and other related Windows registry cleaners sometimes causes users to inadvertently disable [or enable] this annoying 'beeping' function.

The "good news" - it's really easy to activate/deactivate.

In the Accessibility Options section of the Control Panel under the Keyboard tab is a check box next to ToggleKeys. Go there and “Uncheck” that check box next to ToggleKeys. Click OK.

Related Note:
To activate/reactivate you put a check in that box and click OK you will hear a beep anytime you press the Caps Lock, Scroll Lock or Num Lock keys.

Thank you ....I fixed it by going into the accessibility options..keyboard. I think a registry cleaner I have tried is the cause. Again thank you.

Someone in another forum e-mailed me a few months back - totally panicked - with a similar caps lock key 'beeping' problem; thinking perhaps he had contracted a virus or trojan horse or something like that. Not only were all three keys totally blocked, but they would also beep quite loudly for like five seconds every time he tried to use these keys; quite the annoyance.

It turned out that his son had installed one of those "caps lock blockers" that I mentioned earlier; which entirely blocked the caps lock, scroll lock and numbers lock keys, and he forgot to tell his dad.

Anyway I hope the accessibility options fix works for you.
