Best app for PDF editing?

Hello,

First post.

I have several PDFs I want to touch up. I need to:

-rotate pages slightly
-crop pages
-split pages (currently has pages side-by-side)

I do not mind paying for a app if it is worth it.

I was hoping for advice from experienced parties. Which app can easily split a single (side-by-side pdf page of 2 scanned pages)?

Rotation is also needed - but not huge amounts. Most programs seem to have 90-degree presets, with no other options. I just need to rotate some pages @ 5 degrees.
