Best free forum software?

I am looking to build a new forum, I would like to know what is the best available freeware forum software to achieve this?

Traffic will be low-medium

phpBB is certainly one to take a look at. Do you have website? If so, see whether your hosting service offers installation of forum software via your user control panel. It's an easy way to install a forum. I believe some hosting services offer more than one forum software to choose from. But, if they do not provide forum software as part of their service, you can still get the software from forum software vendors, such as phpBB, and do the full installation to your web server yourself.

 

Hands down, phpbb2 is the most popular used free forum software. Do keep in mind as its also gonna be a large target for spammers and such because of that.
