BFE blocks all non-return incoming packets

After an infection that has been cleaned, I have to net stop bfe before my Windows Vista Home Premium 64-bit system will reply to ICMP or share files and folders. My Internet works fine.

I say 'cleaned' because everything that I have ran since, MBAM, SB S&D, msert, JRT, tdsskiller, shows no infections.

Is there any way to repair Base Filtering Engine?

 

Seems I was able to fix this. First I exported and then deleted the registry keys:

HKLM\SYSTEM\CurrentControlSet-Services\BFE\Parameters\Policy\Persistent
and
HKLM\SYSTEM\CurrentControlSet-Services\BFE\Parameters\Policy\BootTime

then executed
netsh advfirewall reset

Then restarted the computer, received alert messages that installed programs needed to modify the firewall (dropbox, etc) then went to Network and Sharing Center and enabled Network Discovery, File Sharing and Public folder sharing.

This was done as a last resort to re-installing, as this blasted HP computer does not ship with a DVD that can be used for a repair install.

Note, after I was sure that I was clean of infection, I ran sfc /scannow and the only [SR] reports were for .ini files related to sidebar.

I had previously found and merged .reg files that were purported to fix the BFE service not starting. I suspect there were some rules in the registry that remained after the merge as this does not remove an entries.
