BIOS can't detect IDE drives after installing PCI USB Card

I added a PCI USB 2.0 card and now the BIOS can’t detect any of the four IDE devices in my system.
USB devices are also not working properly. I think it might be an IRQ conflict, but can’t find where
to change the IRQs in the latest BIOS. Struggling with this one for a long while. Any help appreciated.

So far, I’ve:
-Disabled the onboard USB and changed various BIOS settings.
-Made sure each of the four devices connected to IDE channels have the correct
master-slave settings
-Removed the new USB card
-Tried the USB card in all of the PCI slots
-Replaced and otherwise checked the IDE cables
-Booted with only the IDE CD-Writers, only the IDE HDs
-Unplugged and replugged the IDE cables; swapped the cables in the primary and secondary channel
-Flash upgraded to the latest BIOS

I have two SATA HDs (C: and D: not set up in a RAID array)on a Silicon Image SATA controller.

I have two CD Writer/DVD ROMs connected to the Primary IDE Channel.

I have two ATA HDs (removables inserted in a Vantec EZ-Swap aluminum enclosures)
connected to the Secondary IDE Channel. Seeing these two backup and storage drives is my main goal.
