i recently found out that dell has placed some kind of limiter on the bios which prevents the use of processors out side of the pentium4 family does anyone know how to either remove or disable the limiter?

I don't see that it matters. Most Pentium 4 processors are physically incompatible with most other processors. You're not going to be able to put an Intel Core processor or and AMD processor in your machine because it physically does not fit.

    Square pegs and round holes.

If you happen to have a Pentium 4 with LGA 775 (the late models do) you're not necessarily going to be able to use a Core processor. There are technical limitations other than the socket that need to be considered.

Dell is not trying to rob you.

i know that the front side bus also has to be compatible with the mother board mine will support up to 800Mhz running the intel prescott the socket is a 775

the main reason core 2 duo's dont fit all boards is the voltage regulator for the chip. the older 945 and 965's had a different voltage regulator that wouldnt go low enough for core2's I believe.A lot were built after the core 2's came out that would handle both. No bios limiter is in play it's all about the voltage.
