bitrate mismatch?

    CatT I can't follow the rules

    what does the "bitrate" of a codec indicate?

    when i play a certain 192k mp3, vlc >> tools >> codec yields:

    Stream 0
    Type: Audio
    Codec: mpga
    Channel: Stereo
    Sample Rate: 48000 HZ
    Bitrate: 128 kb/s

    i would have expected 192k!

    ditto a 24k clip which reads 56k in there. this compared to properties >> summary back in explorer which properly reads the correct bitrates.

    rest of the data fields (48MHz etc) line up just fine. and the bitrate *usually* does. but not ALWAYS. why not?
