Blocking CD/DVD spinup?

    Every CD or DVD drive I have ever owned on any hardware/OS platform has had the annoying tendency to sometimes make a loud, annoying sound similar to a gas-fired generator. It rarely occurs when anything is being accessed at user request. My understanding is this is a side effect of the way labels are printed on most commercial CDs, causing the disc to be unbalanced, but at the very least it's clear that CD drives will sometimes cause a huge amount of vibration which tends to produce a lot of noise in ordinary minitower cases.

    Is there a way I can instruct Windows XP, my DVD-ROM driver, or some other configuration utility to ONLY spin up an optical disc when a user request requires it? The only other two options I can think of are to (a) make a point of removing every CD or DVD the moment I am done with it, and (b) simply put up with this god-awful noise. Neither of these options is appealing. Please help!

    Start, My Computer, click on cd/dvd drive, click properties,click autoplay, click all the variations-music-dat files, mixed , etc: and choose no action on each one, click apply, close.
