In Office XP Pro and 2000 Pro, how can I restrict user access so that toolbars, hotbars, blah blah blah cannot be downloaded? I have taken away local admin rights and still find that they are able to install crap.

Not very proficient here but I would see this as a IE problem - in the plethora of advance settings there u should be able to lock something in to stop the problem. Another solution might be to look at telling your firewall to prohibit it. But I bow to the experts for better ideas.

Well, I do know one thing for sure, there is ALWAYS a way....I'll dig in IE in the meantime but I think there is something stronger than that.

I'm not familiar with it, would any of the Group Policies available do what you need to do? I'm not familiar with the path you took with taking away the local admin rights if you went the route I just mentioned. Group policies stuck in my mind and trying to be helpful - I wish I knew more about it.

I right click my computer, manage, the in the local users and groups folder I change who belongs to the administrator group. I can't seem to figure out how to limit the rights of those who are in the user group only. Am I in the right place for this?

Go to Control Panel/Administrative Tools/Group Policy/User Configuration/Administrative Templates/Windows Components/Internet Explorer/Toolbars and go from there. Here's the explanation for "Disable customizing browser toolbars"....

Prevents users from determining which toolbars are displayed in Internet Explorer and Windows Explorer.
If you enable this policy, the list of toolbars, which users can display by clicking the View menu and then pointing to the Toolbars command, will appear dimmed.
If you disable this policy or do not configure it, users can determine which toolbars are displayed in Windows Explorer and Internet Explorer.
This policy can be used in coordination with the "Disable customizing browser toolbar buttons" policy, which prevents users from adding or removing toolbars from Internet Explorer.

Hope this helps. Get more info from someone else here with a bit more knowledge than I. I'm just pointing you to this.
