Bluetooth Issues

Hi all....

Have tried everything to add my bluetooth usb dongle to my pc, it was working before i reinstalled windows (nondestructive restore)
it will sometimes recognise the device when plugged in, add drivers etc, but will not properly show it in device mgr, it just shows it as an unknown device, and although the device is 'flashing' its still not recognised, also if i open bluetooth local com in control panel and go to add new device i get the error message, 'bluetooth manager (Tosbtmng.exe) has not been started, i just cannot find a way to get windows to install it.

I know when xp sp2 was introduced this was when the problems began, because the widdcom drivers are not digitally signed by m/soft
I am currently upto date with xp sp3.

Nightmare..... I know the device works because it work with my laptop.
