   No as Mark mentioned basic steps of cleaning the junk files, removing any un-needed software you dont really use anymore, tweaking the services, checking on the startups you have at boot, defragging and keeping your PC malware free are the only real speed boosts that are not hardware based.
   
   Only way to speed a PC up is in hardware updates, more Ram, better CPU and Graphics Card if a gamer help.
