boot probs..comp slow and beeping sometimes

This all started about 3 weeks ago. I tried to boot up one time and it said missing or corrupt hal.dll file. It began beeping and I couldn't boot up even in safe mode so I left it alone for a day and then it booted up fine...It is not running the same however...computer has become very slow and freezes up often. When I go to msconfig.exe and check the normal start up under the general tab and then go to the boot.ini tab and select check all boot paths it says it appears that the following line does not refer to a valid operating system
"C:\CMDCONS\BOOTSECT.DAT="Microsoft Windows Recovery Console" /cmdcons. Not sure what is going on.

I also have 49 processes running don't know if that is what is slowing my computer down but I am not sure what all I need to be running. I have a recent hjt log file if that would help. I am desperate, please help.
