Boot/startup disc - advanced question

i'm trying to build myself the ultimate boot disc, here's what i'm trying to get:
a floppy that can boot any os from 98 to xp with tools like chkdsk,fdisk,debug,format among others i'd also like to throw autoruns.exe in there- is this possibal? or am i doomed to carrying around 15 floppies? i already have a few but they are os specific - also

I would really like to be able to do the same thing on a CD-R -hmmmm this would allow more space for tools! OHH yEEEaaa

so the question is: how to make the ultimate startup disc? and can this be done on a CD disc? please any help,advice and suggestion's would be greatly appreciated! the only thing i can do to compensate you for your time spent replying would be to make and test the end result and then mail you a copy-

Ditch the floppies idea altogether:

Yeah I would go with the cd rom and just change the boot sequence to use the cdrom as the first booted device in the BIOS.
