How do I get the CD-ROM to see a bootable CD?

Went into Recovery Console and ran the following:
    CHKDSK /R
    FIXBOOT
    FIXMBR

None of these solved the problem.
    Did a "Hard Drive Diagnostics"
    Drive 4 (CD-Rom) "No Device"

It works fine with a music CD. I'm confused.
Also, updated the BIOS. No help.

    Thank You

Can you read the contents of a "bootable" CD if you put in your CDROM? All the things that you mentioned that you ran in an attempt to fix your problem would have no effect on a CD.

Have you went into your BIOS and checked your boot order?

try going into your biso and changing your boot order so that the main CD/DVD drive to the first boot divice.
