Booting Problems.... (Hardware Problem?)

Hey guys,
I recently my 3rd computer and when I turn it on from a dead stop it won't boot and i don't get a beep. While it's still on and i reset it will boot fine and if I turn it off and turn it on again it will boot sometimes. The mobo I put in was toasted and wouldn't hardly boot so i replaced it with a cheap $16.00 mobo. I plan on upgrading my mobo and PSU. These are my specs.

ChenMing entry level server case
PCCHIPS m811lu MOBO
AMD 2.08 GHz Processor
512mb Kingmax DDR
Radeon 9100
Maxtor 40gb HDD

This PSU is from a blown computer and i think the PSU or mobo are at fault.

I'd guess the power supply.
I cant say much about PCChips mobo's, except avoid them.

 

If you could get a known working PSU to test I would. I had a PSU go bad ( did purty much what you discribe ) & took the MB & CPU with it.

i have a pc chips mobo, hasnt failed me yet, the only thing i dont like is no overclocking!

Ok I replaced my PSU and it's a no go no change BUT i did lower my CPU speed and it boots normal but doesn't run at the FSB it runs at 1.9 ghz but shouldnt a Athlon XP 2600+ Thoroughbred run at 2.8? isn't the FSB the speed it runs at?

Ok nevermind i checked the operating frequency 1.9 GHZ, before i bought it it said 2.8. I wish newegg would update their stats! Well i guess this problem is solved!
