brand new pc shuts down when logging off?

Hi

Am helping my mom set up the new pc she got for christmas.
Windows XP Home SP2.
I was setting up 2 other user accounts on it, and when going to start\log off/switch user I noticed that the moniter clicked off almost like it was restarting, then came back on to the main logon page.

So I signed into another user and when exiting the other user I chose log off instead of switch user, and the screen went black and would not return to the main logon page (power light on pc was still on and the monitor told me to check pc or cable?) checked them but nothing. So I tried ctrl alt del but that did not work so I unplugged it. It turned back on just fine so I tried logging off and on a few more times and it hasn't done it again?????confused although I guess it happened about a week ago to my mom. Also not sure if this is important but when logging onto a user I get the error message:

SmartBridge Alert:
MotiveSB.exe-entry point not found

the procedure entry point getprocessimagefilenameW could not be located in the dynamic links library PSAPI.dll

motivesb has something to do with the local service provider here I know that much.
Hope someone here can help shed some light on thisa as I am baffled. Thanks

Thanks for the quick response I really appreciate it. I will do that for the PSAPI.dll file do you think this will fix the odd behavior of the black screen when logging off as well? Or is that another issue? I ask because this PSAPI file wasnt having problems until yesterday and this also happened last week? It might be a couple of days till I can get back over there, so I will post back then. Thanks again for the help.
