brand new win 8.1 not working

    I have a legal brand new with key code win 8.1. I am trying to upgrade win 7 pro. I boot with the new disk and I answer a couple questions. Then it says to remove the disk and boot again to install the win 8.1. Predictably, it doesn't work. It just does that circle over and over.

    I reformatted the drive thinking a clean drive would be the ticket. But no it wasn't.

    Micrsoft's instruction was to put the disk in and follow the prompts. No worky.

    Any ideas would help

    I've installed Windows 8 quite a few times and have never once seen a dialog to remove the disk and reboot to install.

    Take a picture if you can.
