Browser Issues

So heres my problem.

I open my web browser and surf fine for a couple of minutes, then it slows to a crawl. Painfully slow. I mean 3 or more minutes to load a page on ebay.
I then close the browser, re-open, and it works fine for another 2 or so minutes.

This happens in any browser I use. IE, Chrome, Firefox.

It does not effect anything else I use online. Email, online gaming etc.
The other person who lives here does not have the problem, and neither does my desktop.

Now I originally thought virus, but have been cleared of that by the freaking awesome TimW.

So does anyone have ideas on what it might be, before I just go ahead and wipe this laptop and reinstall everything

Starts up this process: C:\Program Files (x86)\Dell Webcam\Dell Webcam Central\WebcamDell2.exe

Is this something you use often? We could try removing it from startup so it isn't constantly running and crashing. If you don't use it at all, you could uninstall Dell Webcam Central

I'm also curious to find out what is inside these folders as they look suspicious:

I have noticed that webcam dell error message a few times.
I dont use it i dont think. The laptop has a built in webcam, I use that for Skype, so if I dont need webcam central for that, then im happy to remove it.

Dell webcam removed.
Hasnt made any difference to the browsing issue.

Nothing interesting in those other files. One was just an empty folder, so I deleted it.
