Why not to use another internet browser like Netscape or Opera or Mozilla which is free.

A few programs to try: Dial-a-fix:http://www.majorgeeks.com/download4899.html Check everything in the Registration Center and click Go.
CCleaner : http://www.majorgeeks.com/download4191.html Run the cleaner w/ default settings, Click issues for registry cleaning.
    Adv. Window Care : http://www.majorgeeks.com/Advanced_WindowsCare_d4991.html
Just some possible quick-fixes, no guarantees tho'. Be sure to back up the reg before doing any cleaning....
You could also try a system restore back to before the wierdness occured.

You must be getting to the internet somehow or you couldn't be posting here. Are you on another computer you own? Does it have a burner or do you have a flash drive or MP3 player that you could use to transfer a browser installer? Firefox is only 5.7 mb.

You mentioned your network further back so a few more questions there:

Do you connect by dial-up or broadband?
What do you mean by 'low or no connectivity'?

Try these to test if you can reach out to anywhere on the net:

Click Start - Run then type cmd and click okay.

Type ping google.com and then press Enter. Hopefully you get the message that you had replies and 0% packet loss.

If you get anything else, type ping 72.14.207.99 and see what you get. Hopefully this time you get an answer.

If not, try ping 127.0.0.1 which should do something!! If not, you definitely need the network sorted out.

    Type exit when you've done.

Post back the results of each of these.

Also, have you made sure all the cables are plugged in properly? Dog hasn't been wandering through and knocked out a cord?

Yeah, on top of what I posted a minute ago, in the Start - Run - cmd box, type these in this order with Enter after each line: (See picture.)

    cd\
    mkdir myprob
    ipconfig/all > myprob/iptext.txt

Then have a look on your C: drive on your hard disk using My Computer and you'll find a new folder called myprob with one file in it. Hang onto that file for now and don't post it here.

Okay, reading that says that installing another browser won't work. If you can't get to the net from those basic functions, neither can a browser.

I just tried to send you a personal message so that you could easily send that file to me to look at but I can't. See if you can send me a personal message with that text copied into it. Depending on what the text says, you don't want that information on here in case your computer is currently vulnerable.

I'll have a look and see if there's anything a little odd about it and post the info without your specifics. If your computer has been attacked, last thing you need is any specific details posted for someone to take advantage of.

It might be an XP specific problem and I'm not too up with XP - one of these days I WILL get around to setting up our XP machine! So with a little more info, someone might be able to work out if it's an XP specific problem that's stopping your network from working.

You haven't said yet if you're on broadband or dial-up on your troubled computer. I'm guessing broadband but that could be wrong.

Getting files onto your problem computer can be done by floppy disk if it has a floppy drive and the files are small enough, by flash disk/MP3 player or whatever other USB device you have that will work at the moment in that machine, or on a CD if the computer is still reading CDs easily. Work out what will be best and try getting those things that were mentioned by other people earlier. One of them could easily be the cure you want. That Winsock one seems to sort out a few XP problems.

Disable all of your "security software" and see if you can connect.
