BSoD:MSKB was of little help

WinXP Home... the error code is 0x0000006B "PROCESS1_INITIALIZATION_FAILED". I looked at the Microsoft knowledge base, and all I found was references to WindowsNT or Windows 2000; there was one WinXP article but it referred to upgrading or installing a service pack (neither of which was happening when the error occured). The error pops up about half way into booting XP, during the phase where the blue bar scrolls under the Windows XP logo on the black screen. I booted to a PE CD and I'm backing up all the data right now (8gb of iTunes). I'll probably try a safe reload unless someone else can offer some better advice.... ideas anyone??? Many Thanx!

Yup... I started the repair install and it errors with "Setup cannot create the folder: \WINDOWS\security\templates Setup cannot continue until the folder is created." and it gives the choice to retry or quit setup. I retried a bunch of times and no dice. I booted into Recovery Console and ran a chkdsk just to see if that would help; it didn't Seeing as I just backed up all the important stuff to an external HD, maybe I should just format??? Any other ideas? Thanx!
