So there is someone in my area selling a monitor (HP w2408h 24 inch) within my price range and I was wondering what the risks were buying a monitor used? right now I'm using an old emachines 15 inch monitor and would like to upgrade but spending 200$ for something that could die within a few months is something I cannot afford.

If you shop around, you can find brand new monitors in 19-21 inch sizes for that price, with warranties.

could you recommend any monitors that are 21~25" and could be used as a tv aswell? I'd like something I could hook my ps3 upto since my tv is a piece of junk aswell. or even maybe a few sites i can check and brands to look out for?

I'd have to agree. $200 is too much for a used 24" monitor. I usually find good prices on monitors by watching slickdeals.net. For example, here is one that was within the last two weeks.

It's expired now, but for $146 you get a 22" dell monitor with a keyboard and mouse. So, if you can be patient, I would check slickdeals.net and watch out for a monitor. You could also try woot.com, but they only sell one random item per day, so it might be a longer wait...

My computer cost $298 in Oct. 2009 and came with a 22" wide LCD monitor, XP Home installed and a keyboard and mouse so I also think $200 for a used LCD is too expensive.

lol out of curiosity I looked up that model, turns out it's a $450-500 monitor, so $200 would be a decent price... BUT... it's reviews mostly say it's overpriced and has some minor issues.
So in the long run even though you are getting a $500 monitor for $200, the $500 price tag is too much and can be matched in quality and functions with $200 - $300+ from a reputable brand. HP stuff is often expensive, much of it is high quality but not without it's problems, but the high price is a reflection of popularity and name, not necessarily quality.
