Buying Bandwidth

So I have a question about how ISPs do business.

In the very beginning, I know ISPs have to buy bandwidth from somewhere. Could either be from the government or from another ISP that is willing to sell it. my question is, if your buying it from the government, what website could you look at, or who would you conact to buy bandwidth if you were looking to start your own ISP?

And sorry if this is in the wrong place. Stuff about ISPs made sense to put it here.
