cable splice

can i splice a usb cable to a ethernet cable so i can have a usb male to a ethernet end for my wii.

Splicing is not possible. You have to convert the signals, they are completely different from each other. The adaptors are pretty common and cheap.

A better solution is a wireless router, which can be had for around $30. Wii comes with built in wireless.

Let's be a little more precise as to what we mean. Splicing two cables means simply to hack them open, solder (or otherwise join) their wires, and have a new cable - yes, you can do this, of course, but it will not get you a working adapter.

I recently spliced the ends of a short USB extension cable onto each end of a long Ethernet cable, for example, so I could set my webcam up in an elevated position (part of an elaborate way to scare trick-or-treaters).

it's pretty easy - you wire each of the USB cable wires to the same wire on either end of the cable, and you get a longer USB cable.

You could also map four of the pins on an Ethernet cable onto a USB cable if you wanted, though you'd be writing your own drivers if you wanted to make use of such a cable.
