can anyone help pls

hiya im not wizz kid when comes it computers..i tried work out how to over clock my cpu but im lost. im using a 1.7 celeron willamete,my motherboard is a msi 845pe max 2.even though says i can over clock in bios its says locked.i read somwhere i can make it run at 2.4 which would be great as my comps little slow at mo an moneys a bit tight,after buying vista an a sta hdd which i cant install ither lol...any help would be great
